The Public Safety Report is compiled from criminal complaints filed in state and federal courts, as well as some police blotter information, trooper dispatches, fire department reports and interviews with public safety officials. Individuals named as arrested and/or charged with crimes in this report are presumed innocent until proved guilty in a court of law.

Assault

Ray Vogt, 51, of Fairbanks was charged with two counts of fourth-degree assault for threatening two surveyors near his home on the Elliott Highway.

According to charging documents, the two surveyors reported to Alaska State Troopers that Vogt told them to get off his property or it would be “gun powder and lead.”

As they were leaving, the two surveyors told troopers that Vogt fired off approximately five shots.

They turned around to see him standing near the gate of his property line.

One of the surveyors told troopers he was in fear of being shot by Vogt and the other said Vogt “seemed crazy enough to shoot us.”

Vogt admitted to threatening the surveyors and firing the shots because he wanted them to know he was serious, the complaint stated.

DUI

A Fairbanks woman was charged with driving under the influence after her motorcycle fell on top of her.

Cynthia Susan Newman, 46, was arrested at 7:05 p.m. on Sunday after a woman saw her trapped under her motorcycle at the intersection of Driveway Street and Phillips Field Road, according to a criminal complaint.

After helping Newman get the motorcycle off her, the woman suspected Newman was drunk and called police.

Newman told police she lost control of her 2006 Honda Shadow on the gravel and the bike fell on her leg. She said she drove from the Big I bar, where she had consumed one Bloody Mary and one beer.

Newman failed field sobriety tests and registered a 0.212 percent on a chemical breath test, almost three times the legal limit.
