Public Safety Report - July 11

The Public Safety Report is compiled from criminal complaints filed in state and federal courts, as well as some police blotter information, trooper dispatches, fire department reports and interviews with public safety officials. Individuals named as arrested and/or charged with crimes in this report are presumed innocent until proved guilty in a court of law.
Assault
• Nicasio R. Hutchens, 19, of Fairbanks, was charged with fourth-degree assault after his girlfriend said he grabbed her by the chest and ripped her shirt Wednesday. He was also cited for habitual minor consumption.
• Lhynesita R. Pasilan, 20, of Fairbanks, was charged with fourth-degree assault after she allegedly threw a mobile phone at someone’s face Tuesday at Fort Wainwright.
DUI
Roger Leff, 53, of Fairbanks, was charged with driving under the influence after Alaska State Troopers received a report Wednesday morning of an unconscious man stopped at the intersection of the Old Steese Highway and Farmers Loop Road.
A chemical test found his breath-alcohol content to be 0.364, more than four times the legal limit of 0.08 to operate a motor vehicle.
Failure to register
Theodore L. Barley, 25, of Fairbanks, was charged with felony failure to register as a sex offender after Fairbanks police investigating an unrelated assault report early Wednesday morning found Barley to be out of compliance with the state’s sex offender registry.
Barley was convicted of second-degree sexual assault in March 2001 and failure to register as a sex offender in October 2006, according to a criminal complaint filed in court.
Vehicle crash
An Anchorage man had to be airlifted to Anchorage following a one-vehicle rollover accident late Wednesday night.
The accident occurred shortly after 11 p.m. near Mile 69 of the Tok Cut-Off Highway. The driver of the car, 45-year-old Jason Kim was first taken to the Tok Clinic by passersby, and later airlifted to Providence Hospital.
No one else was hurt during the crash. Troopers are investigating the cause.
