Public Safety Report — July 23

The Public Safety Report is compiled from criminal complaints filed in state and federal courts, as well as some police blotter information, trooper dispatches, fire department reports and interviews with public safety officials. Individuals named as arrested and/or charged with crimes in this report are presumed innocent until proved guilty in a court of law.
DUI
• Johnny J. Dillinger was charged with driving under the Influence on Monday.
Sgt. Brian Wassman received calls from motorists of a white car in a ditch near Mile 46 Elliott Highway. Callers reported a male subject was belligerent and verbally abusive when motorists tried to offer assistance.
Dillinger refused sobriety tests and told police his daughter had been driving the car when it went into the ditch.
Dillinger’s daughter confirmed she had been driving the car but got into an argument with her father, who had been drinking at the Arctic Bar, according to court documents. She said she had tried to pull over but her father tried to stop her. Dillinger’s blood alcohol content was 0.231.
• Larry Alfonso Swan of Fort Wainwright was charged with driving under the influence on Sunday at Mile 358 Richardson Highway.
Swan was initially stopped in his 1995 Dodge truck for a speeding violation and failure to maintain his vehicle in a single lane. Swan failed a sobriety test. His blood alcohol content was 0.163.
Drug charges
Summer D. Hartford was charged with fourth degree misconduct involving a controlled substance, a class C felony. Hartford was pulled over for reckless driving at the University Avenue and Airport Way intersection. An initial background check revealed Hartford was on felony probation.
Police also found a pipe that tested positive for cocaine. Hartford and the passenger denied knowledge of the pipe. In a vehicle search, the officer found a bag with a small glass vial of cocaine and another bag with other drug paraphernalia, according to court documents.
Failure to register
Timothy Clemen Peters was charged with failure to register as a sex offender or child kidnapper, a second degree, a class A misdemeanor.
Multiple charges
• Tamelen K. Jones was charged with one count of driving under the influence and one count of violating an open container law.
Jones was initially pulled over for driving in an erratic manner, according to the police report.
When police gathered his proof of insurance and driver’s license, a half empty bottle of vodka was sitting in the center console of the vehicle, according to police documents. Jones refused a Breathalyzer test and stated “I had two drinks on the way from Anchorage and made it almost to Fairbanks, so I must be doing OK.”
• Chase Vanflein-Hage was arrested on Sunday and charged with furnishing alcohol to a minor, which is a class A misdemeanor and being in possession of a controlled substance by persons under the age of 21. Hage admitted to consuming and possessing alcohol when police found a Tequila mixed drink in the back of his red Volkswagen van.
Revoked license
Ronald Goessel of Fairbanks was charged with driving with a revoked license on Friday, when a state trooper confronted Goessel in a parking lot at the Red Fox Bar and Grill while Goessel was exiting his vehicle. Goessel’s license was previously revoked due to multiple DUI convictions.
