WASILLA, Alaska - Alaska Gov. Sarah Palin abruptly announced Friday she is resigning from office at the end of the month, a shocking move that rattled the Republican party but left open the possibility she would seek a run for the White House in 2012.

Palin, 45, and her staff kept her future plans shrouded in mystery, and it was unclear if the controversial hockey mom would quietly return to private life or begin laying the foundation for a presidential bid.

Palin's spokesman, David Murrow, said the governor didn't say anything to him about this being her "political finale." He said he interpreted Palin's comment about working outside government as reflecting her current job only.

"She's looking forward to serving the public outside the governor's chair," he said.

And Pam Pryor, a spokeswoman for Palin's political action committee SarahPAC, said the group continues to accept donations on its Web site, with an uptick in funds after Palin's announcement.

The announcement caught even current and former Palin advisers by surprise. Former members of the John McCain campaign team, now dispersed across the country, traded perplexed e-mails and phone calls.

But personal pressures have been mounting - scrutiny on her family, legal bills, ethics investigations and a running, public feud with McCain's camp that has flared up again.

In a hastily arranged news conference at her home in suburban Wasilla, Palin said she will formally step down July 26, and Lt. Gov. Sean Parnell will be inaugurated at the governor's picnic in Fairbanks. She said she had decided against running for re-election as Alaska's governor, and believed it was best to leave office even though she had two years left to her term.

"Many just accept that lame duck status, and they hit that road. They draw a paycheck. They kind of milk it. And I'm not going to put Alaskans through that," she said.

The 2008 vice presidential nominee was seen as a likely presidential contender in 2012 and had proved formidable among the party's base. But the last week brought a highly critical piece in Vanity Fair magazine, with unnamed campaign aides questioning if Palin was ever really prepared for the presidency. The backbiting continued with follow-up articles recounting the nasty infighting that plagued her failed bid. Her advisers sniped with other Republicans, underscoring the deeply divided GOP looking for its next standard bearer.

Meghan Stapleton, Palin's personal spokeswoman, shot down speculation that ranged wildly from Palin dropping out of politics altogether to eyeing runs against fellow Alaska Republicans U.S. Rep. Don Young and U.S. Sen. Lisa Murkowski. Palin's comment about serving outside government refers to the present, she said.

Stapleton, however, said it's too early to say whether Palin would seek the presidency. In the meantime, the governor will continue to work "toward effecting positive change as a citizen without a title right now," she said.

"Her vision is what's best for Alaska, which translates into what's best for America," Stapleton said.

Palin's resignation, timed on the eve of the July 4 holiday when many Americans had already begun a three-day weekend, seemed designed to avoid publicity. She alluded to how she could help change the country and help military members - code that she didn't think her time on the national stage was over.

One senior Palin adviser, who spoke to the family in recent days, described the governor and her husband as tired of the constant media scrutiny. Nevertheless, the adviser was shocked to hear Palin's announcement Friday.

A longtime confidant who spoke on condition of anonymity to discuss private conversations, the adviser counseled the Palins that leaving government was politically unwise, but the governor was resolute.

Though the announcement touched off a flurry of speculation among Democrats and Alaska political bloggers that Palin had been drawn into one of the many criminal investigations that have upended Alaska politics in recent years, the adviser reported seeing no evidence of such an investigation and said if one is under way, then Palin has kept it to herself and it would be yet another surprise to supporters.

Jerry McBeath, a veteran political science professor at the University of Alaska Fairbanks, called the pending resignation a "smart move," both for Palin and the state.

But political analyst Larry Sabato, in Charlottesville, Va., said Palin's announcement left many confused. "I think it eliminates her from serious consideration for the presidency in 2012."

Palin said her family weighed heavily in her decision.

"I polled the most important people in my life, my kids, where the count was unanimous," she said. "Well, in response to asking, 'Hey, you want me to make a positive difference and fight for all our children's future from outside the governor's office?' It was four yeses and one 'Hell, yeah!" And the 'Hell, yeah' sealed it."

Palin's decision not to seek re-election was a familiar one for a potential presidential candidate. Former Massachusetts Gov. Mitt Romney chose not to seek another term as he geared up for an unsuccessful 2008 presidential bid. Minnesota Gov. Tim Pawlenty has announced he won't seek another term, giving him plenty of free time ahead of a potential 2012 bid.

Palin emerged from relative obscurity nearly a year ago when she was tapped as then Republican presidential candidate John McCain's running mate.

She was a controversial figure from the start, with comedian Tina Fey famously imitating her elaborate updo and folksy "You betcha!" on "Saturday Night Live."

In the presidential race, Palin became the butt of talk-show jokes and Democratic criticism after news broke that the Republican Party had spent $150,000 or more on a designer wardrobe, accessories and hair and makeup services for her. The high-end spending spree contrasted with the down-to-earth image she sought to craft for herself and became an unwelcome issue for the McCain campaign.

She didn't leave the limelight once McCain lost the presidency. She recently led a public spat with "Late Show" host David Letterman over a joke he made about one of her daughters being "knocked up" by New York Yankees baseball player Alex Rodriguez during the governor's recent visit to New York. Palin's 18-year-old daughter, Bristol, is an unwed, teenage mother. Letterman later apologized for the joke.

Palin also complained that her 14-month-old son, Trig, who was diagnosed with Down's syndrome, had been "mocked and ridiculed by some mean-spirited adults recently." She didn't elaborate.

Fred Malek, a Republican strategist who has advised Palin over the past year, said Palin was "really unhappy with the way her life was going."

"She felt that the pressures of the job combined with her family obligations and the demands and desires to help other Republican candidates led her to decide not to run again. Once that decision was made, she realized, why not do it now and let the lieutenant governor take over and get a head start on his election," Malek said.

Palin's move also prompted speculation among bloggers and critics that the governor was facing a looming political crisis or embarrassment.

"There's got to be something below the surface that's about ready to come to the surface that quite potentially she just didn't want to deal with as governor," said Andrew Halcro, a Palin critic who lost the 2006 gubernatorial race to her.

There is, for example, a pending public records request from Linda Kellen Biegel, an Anchorage blogger who is seeking e-mails showing an effort by the Palin administration to smear her critics including those filing ethics complaints against the governor. Biegel, whose own ethics complaint was dismissed, also is seeking an investigation into the financial profits to the Palin family from racing sponsors of Palin's husband, Todd, in the 2,000-mile Iron Dog snowmobile race.

"There may be embarrassing things in there. I don't know," Biegel said. "I'm just as baffled as a lot of people."

Stapleton, Palin's spokeswoman, dismissed the rumors of damaging news on the horizon.

"No truth whatsoever. Period," she wrote in an e-mail to The Associated Press. "Just more nonsense from the same people who choose to waste state resources."

Palin was first elected in 2006 on a populist platform. But her popularity has waned as she became embroiled in partisan politics following her return from the presidential campaign. Her term would have ended in 2010.

Palin expressed frustration with her current role as governor.

"I cannot stand here as your governor and allow the millions of dollars and all that time go to waste just so I can hold the title of governor," Palin said, referring to the alleged impact of multiple ethics complaints against her, most of which have been dismissed.

Palin remaining as governor is not good for Alaska, given the "political bloodsport" by her critics, Stapleton said. Stepping down is a "fighter's move," Stapleton said, essentially Palin stepping around political barriers in her way and pursuing her vision.

Palin's announcement comes after several recent blows to the Republican party. Ensign, a member of the Christian ministry Promise Keepers, stepped down from the Senate Republican leadership last month after admitting he had an affair for much of last year with a woman on his campaign staff who was married to one of his Senate aides. Ensign later disclosed he had helped the woman's husband get two jobs during the affair.

A government watchdog group, Citizens for Responsibility and Ethics in Washington, wants the Senate ethics committee and the Federal Election Commission to investigate.

Just days after news of Ensign's affair broke, Sanford admitted an affair with a woman in Argentina. Some lawmakers are now calling for his resignation. Before the admission, Sanford had been missing from the state for five days visiting his lover. He had slipped his security detail, lied to his staff about where he was and failed to transfer power to the lieutenant governor in case of a state emergency.

The party's troubles seem to have left two prominent 2012 prospects, former House Speaker Newt Gingrich and 2008 presidential hopeful Mitt Romney, unscathed, however.

Palin has the potential to make far more money in the private sector than the $125,000 or so she has been making as governor.

Palin already had a deal with publisher HarperCollins to produce her memoirs, with publication planned for next spring. Terms of the deal have not been disclosed. Six-figure book deals are common for high-profile political figures.

    Aw, the lazy, wonderful days of summer when I can contemplate an America without George Bush in office and an Alaska without Sarah Palin running things into the ground.
    However, in case Prospector and NotPC are worried, I understand Rush Limbaugh is going to finance a special shrine being built in Wasilla where the few remaining faithful can come to worship and sacrifice things such as dignity, integrity, and common sense at her golden feet.

    It's got to be something more than this. Why would she be all emotional and quitting so early? No, there's more to it. SOmething is up. I hope it isn't a health issue. But no, something isn't adding up here. We'll learn in time, but no, the 2012 election is too far off for this -- and I think quitting now just killed her chances anyway for a national run.

    Sorry, stannie, that you had to find out the hard way that your "Barracuda" is in reality just a little goldfish....or should I say "golddigger fish"?
    After all this talk throughout her term that she was a "governor full-time" and how devoted she is to serving as Alaska's leader, we now see she is using the exact excuse I earlier predicted she would use, almost to the very words. She is so obvious....!
    First, we deloused America of George Bush and now we have done the same for Alaska with Sarah Palin. My, my, my....and poor stannie has to live through it all. Merry Christmas, stannie!

    As joyous as they may seem, you all better believe this isn't the last we've seen of Palin.

    What she is doing is laying the path for a presidential run in 2012. With Utah's John Ensign and S.C.'s Mark Sanford gone (both were strong contenders for the 2012 nomination) she is siezing this opportunity.

    She said at the news conference that she could better serve out of state in the Lower 48. Expect her to make the rounds, raising money, pandering to the flyover states and the babies, guns and jesus crowd.

    She isn't gone, she's just changing her tactics. You betcha.

    I think SlyArctic has a good lead on Sarah's ambitions. Either that or she has been offered a good radio or tv deal. Regardless, she has shown, now, what she truly thinks of public service to Alaska. It's just a steppingstone to whatever Sarah wants.
    If she runs for the pres., as is quite possible, she will likely be up against Romney or Huckabee. Romney could probably grind her into the ground as he reveals one injurious news item after another about her. And Huckabee can "out-church" her any day of the week. That leaves only her rabblerousing and while that will play to a small segment of the Republicans, most of the mainstream Republicans are getting sick and tired of her dog-and-pony show.
    Finally, after almost 3 years, Sarah is finally doing something good for Alaska!

    Let's face it Alaska, Sarah is just too big for our little state. A woman this charismatic shouldnt be burdened with our provincial problems (Yukon River flooding) and trivial aspirations (gas line). We must allow her realize her ambitions in national politics where she can also quit in the middle of (not) making progress on her political agenda. With her resume full of resignations (2009 governorship, 2004 Oil and Gas Commission), she will make an ideal opponent for the democrats in 2012. Go dems!

    Hello folks i am takening all bets on a run for presdent and taken all bets on she will put obama right back in office. I am sorry to say this is a really sad day for alaska,its just proves that you cannot trust anyone any more. i know Sarrah made a lot of mistakes, but she didn't know better. and the meda ruined her, and saturday night live finsh her and Kattie Kurick c.b.s news put the end to her because of smale town experence, Sad Sad Sad because who do you trust anymore ?????

    Alaska has had it's brief moment of national publicity with Palin. Soon Alaska will return to be that little state next to Hawaii on the weather map. No one will care one way or the other what is happening up here. gee, the comments will soon be a few a day and those who live in other states will move on to other newspapers.     To the rest, I just watched Sarah Palin resign on the news. Said the frivolous lawsuits, at no expense to those filing them, are costing the state millions, and her and Todd personally have $500,000 in debt for lawyers... what sick twisted people that file lawsuits JUST to cause problems! ALL of the lawsuits have been cleared! It was meant to be a waste of time and money, which it was of both. She said within a month she was passing the job on to Parnell. She did not address any plans for the future, except she noted that unlike some "lame duck" elected officials, she will not sit back and take a pay check for being able to do nothing. The legislature causes her a lot of grief right now. She said she will not sit and do nothing - as a fishermen, she said, she and Todd know that only dead fish do nothing. Live fish swim.

    I hope she is indeed gearing up to challenge Obama. He is making a terrible mess of the country. And it ain't over yet. If he gets the votes he needs on things, I for one will be in a secession movement for our state!

    The governor has made a good decision for herself and for Alaska. Plainly there were too many distractions which hurt Alaska and I guess she's realized that it would be better for herself and for the state.

    We can all guess on all her reasons for this decision. However, history will provide answers which are at best only speculation - however much we think our opinions are correct.

    I think those who are slamming her would be best to just lay off and take the decision for what it is worth. Irrespective of our feelings, it is best for the state that our governor resigns and moves on - I appreciate and respect that decision.

    I don't hate Palin but she scares the #### outta me. The woman is obviously deranged. The American Psychatric Association diagnosis that fits is Histrionic Personality Disorder. Here's a couple of symptoms:

    A little digging brings up a possible federal investigation into embezzlement from a trust fund by the Palins and an IRS investigation into undeclared income via interest-free loans.

    First of all, the legistature voted for that payment.

    Second, it wasn't Palin's idea:

    "The idea for a people's payment, however, originated in January with Haines Republican Rep. Bill Thomas, a commercial fisherman who suggested a $1,000 rebate, saying he was moved by a legally blind and diabetic friend forced to cut firewood for lack of money to buy heating fuel."

    Third, did you pay taxes on that and the PFD? I did, and it ate up my refund, and then some.

    She polled the kids and all five said yes? So the baby who is not a year old yet is being consulted on political matters? This is so full of it. Everyone is talking about Palin running against Obama and she was unable or unwilling to deliver on finishing her job as governor. The conservative base might want her as the nominee but she is not electable by the general public--If she decides to become a political pundit, she'd do well and be good at it--I hope that's the path she takes.

    I read a lot of comments on here saying certain people are with 'the media'. What does this mean? It sounds paranoid. First of all most people agree the media sucks - they are a bunch of pretty talking heads who spout nonsense. Moreover if by 'the media' you mean MSNBC, Fox News, and CNN and so forth > those are multi-billion dollar businesses akin to Ford Motors, Microsoft, and any other company.     There is a discernable effort to lay down a narrative by Palin.
    Might she pop up as a national talk show host with the ear of all states?
    It is challenging to see this as more than her self interests.
    Should she reincarnate as an advocat for the physical and mentally challenged she might be appreciated.
    Sarah appears to be oblivious that she got offside with the Republican Party when it was disclosed she has undisclosed issues.
    Her political savvy has to be questioned.

    For Sarah Palin, quitting the governorship of such a smallish state(in population) as Alaska is nothing short of political suicide. While she may have some future as a talk show host, politically she is finished. By this act she has proven herself thin-skinned and therefore incompetent for any equal or higher office. Nevertheless, I believe her to be a good person and wish her family a good, quiet life.

    Where does this leave Alaska? Certainly for now; in a weakened state and it's going to get a lot worse before things get better. Resource development will be further hobbled if not arrested by the current regime in Washington. And while the gravy train from that government may continue awhile longer, China and other countries will not continue to finance its debts forever. ...No, another kind of crash is coming. One that will more deeply affect Alaska than any other state in the union. It will mean nothing but wailing and knashing of teeth for all those who feed at the government trough.

    Sarah Palin may be glad she got out when she did.

    I voted for Sarah in '06, and for a year-and-a-half I couldn't have been happier. Then came the veep nomination, and then came the endless stream of bizarre comments and actions, and with all that came the creeping realization that she didn't care about doing her job anymore, and I finally had to say (I think it was around January) that I wished I could have my vote back.

    Sarah's behavior was growing so strange that I began to wonder if somewhere along the campaign trail last fall she was kidnapped and replaced with Britney Spears. Today's weirdness only adds credence to that theory.

    Britney's dad stepped in and took control of his daughter's life and seems to have helped steer her on a better course. Sarah's dad seems like a reasonable man. Maybe he could do likewise for our (soon-to-be) former governor.

    I was 50/50 on the Palin Administration as far as Alaska Governors go. Wasn't great.. Wasn't terrible..

    TAC. as a 28 yr. AIP member, I did not vote for Sarah. I did write her and talk to her on the phone when she was on Michael Duke's show and told her how sorry I was that I did NOT vote for her. I promised my loyal support....and I was thrilled. Thrilled for Alaska, thrilled for myself as an Alaskan, thrilled for everything she was doing.....And that was all before she went south!!! After that fiasco, I am in the same boat you are. I just want her to be done, to go away. These people that are on this thread from America have no idea, no clue, about Alaska nor us. They do not understand us, they do not see our issues as we do. We owe them nothing, no explaination, no apologies, nothing.

    Can someone tell me about soon-to-be- Governor Parnell? Are there any websites I can go to in order to educate myself on him, his politics, character, etc.?? I, like everyone else, is waiting for the other shoe to drop and find out why Ms. Palin is REALLY resigning, but I also want to find out as much as I can about the person who is going to be taking her place and running things. Can anyone help me out? Thank you.

    I, for one, will be sad to see her go. I think she's done a good job and she certainly put AK on the national map, politics wise. Before Sarah we were just that weird shaped state located somewhere in the Pacific near HI, according to televised maps.

    I wish her and her family peace and prosperity in the months ahead.

    All the comments that Sarah should go home and be a
    wife and mother are an indicator of the damage
    Palin has done for women in politics.

    This kind of sexism in the comments is discouraging.
    Also discouraging are the actions of Palin, who
    is single handedly setting women in politics
    back 50 years.

    Women, do not let this kind of ignorance discourage you.
    If you wish to serve this country in public office,
    go for it, and learn from Palin's mistakes.

    I would disagree, ArcticWriter. The comments that women should go home and be mothers offers NOTHING about Gov. Palin (for goodness sake, how did she "set women in politics back 50 years"?!), but it sure says a lot about the commentator.

    Doris, come to think of it, if you look closely, the brown-haired girl wearing the pink dress in the Palin resignation video seems to have a protruding stomach. Very much so. I find that rather disturbing. I suppose it could be fat, but the rest of her isn't. So now you're making me wonder.

    I think she did the right thing. I really do. After all, how many of us can do our job effectively if our heart is not in it? I know, she made a commitment to serve her full term, but it is not like she is placing Alaska in mortal danger by stepping down now. From what I have seen, a huge proportion of bloggers kept challenging her to do so. Rightly or wrongly, I think she got in way over her head and lacked the experience and political savvy to handle it. She and her family will now have the time to get out of the "line of fire" for awhile and heal. She can travel the country, make some serious money, and hopefully learn from her past mistakes and future experiences. If she does decide to re-enter the political arena down the line, well, the country can deal with that if and when it happens. I am not longer the stauch supporter of Ms. Palin that I once was, but I am able to set aside my feelings and look at this on a more personal, human level; by doing this, she could come out of this a better person, a better public servant, and we Alaskans deserve someone who is, perhaps, more focused on Alaska, just Alaska, right now.

    Hatred? I see more disappointment than I do hatred. I am thankful she ran for V.P. because I didn't know about her extreme religious views and her backdoor attempt at censoring books. Does she believe the earth is 6,000 years old? Has she really had our best interest at heart? I don't think so. I would like to thank her for the one good thing that I think she did when she was in office and that is to return Tom Irwin to the negotiating table with Big Oil. Oh yeah, she bailed on him too.
    She'll rally the extremists around her and wear them like a blanket. Maybe they can burn a few books to light their way.
    I supported you as governor, but then again I didn't really know you.

    Just a Texan logging on to see what Alaskan's really think of Palin. Seems like you all are as split as the rest of the country. As a Republican woman, I thought she was a huge mistake. I thought Kay Bailey Hutchinson would have been great. Read an article in Conde Naste regarding her record in Alaska and it sounds like she is all fluff and she didn't understand details nor involve herself with the details. This caused problems where projects just stalled but she took credit as if they were finished and huge successes like your new oil pipeline. Strange how the rest of country struggles to be more informed of her actual record. I would like to feel like I have an unbiased opinion based on facts but they are not readily available on her accomplishments or failures. I am hoping Alaskans will make sure that indiscrepancies will get corrected when the time comes.
