Public Safety Report — October 21

The Public Safety Report is compiled from criminal complaints filed in state and federal courts, as well as some police blotter information, trooper dispatches, fire department reports and interviews with public safety officials. Individuals named as arrested and/or charged with crimes in this report are presumed innocent until proved guilty in a court of law.
Assault
• Michael C. Durgin, 20, of Fort Wainwright, was charged with fourth-degree assault after he allegedly shoved a woman Friday. He also was charged with misdemeanor criminal mischief for allegedly breaking the hinge of a window.
• Christopher Martin Moses, 24, of Fairbanks, was charged with fourth-degree assault after he allegedly walked toward his girlfriend in a threatening manner Thursday.
• A local man is accused of throwing a hair dryer in his 15-year-old daughter’s face.
Fred S. Tuttle, 51, has been charged with two counts of fourth-degree assault.
The teen told Alaska State Troopers that Tuttle and her stepmom became upset with her Oct. 13 because she was not feeding their dogs correctly. Tuttle also is accused of throwing a glass vase at his daughter’s feet, which shattered and threw glass shards into her shins.
The girl was treated at Fairbanks Memorial Hospital for her injuries.
DUI
• Maxine N. Agayar, 23, of Alakanuk, was charged with driving under the influence after University of Alaska Fairbanks police found her passed out behind the wheel of a car Friday in a UAF parking lot. Agayar smelled of alcohol and had bloodshot, watery eyes at the time of her arrest, according to a criminal complaint filed in court. She also was charged with refusal to submit to a chemical test.
• Bret J. Bassett, 26, of Fairbanks, was charged with driving under the influence after Fairbanks police pulled him over early Thursday morning for a red light violation at the intersection of Airport Way and Cushman Street. A chemical test found his breath-alcohol content to be 0.145.
• Pamela Buswell, 54, of Fairbanks, was charged with driving under the influence after Fairbanks police responded to the scene of an accident Oct. 14 at the intersection of Phillips Field Road and Illinois Street. Buswell tried to go through a yellow light but stopped in the middle of the intersection when it turned red, causing the accident, according to a criminal complaint filed in court.
She smelled of alcohol and had bloodshot eyes and slurred speech when contacted by police, according to the complaint. She also was charged with refusal to submit to a chemical test.
• Lorene Marie Meeks, 56, of Delta Junction, was charged with driving under the influence after North Pole police stopped Meeks for driving erratically Oct. 14 on the Richardson Highway near Fifth Avenue. Meeks was spotted weaving by an off-duty officer from the North Slope Borough Police Department, who alerted local officials.
Meeks’ breath-alcohol content was 0.153, over the legal limit of 0.08 to operate a motor vehicle.
• Teresa L. Reed, 37, was charged with driving under the influence after she hit a tree Thursday in the 800 block of McGrath Road. Reed told Alaska State Troopers she was coming back from a methadone treatment and had taken prescription drugs the night before, according to a criminal complaint filed in court.
• Debra Anne Ritter, 52, of North Pole, was charged with driving under the influence after North Pole police stopped her Oct. 14 at the North Pole Veterinary Clinic. A chemical test found her breath-alcohol content to be 0.075.
Drugs
• Fairbanks police found a variety of drug paraphernalia during a traffic stop Thursday morning.
Police pulled over a green SUV driven by Chance Z. Clagett, 24, of Delta Junction, because it resembled a vehicle involved in several shootings during the summer.
During the traffic stop, Clagett, who is on probation for attempted murder, appeared “very nervous” and was “very talkative,” according to a criminal complaint filed in court.
Police found a contact lens container, beaker and crack pipe with traces of cocaine on them, according to the complaint. Potting materials commonly used to grow marijuana also were found in the SUV.
Clagett has been charged with one count of fourth-degree drugs misconduct, a felony.
He was convicted in 2006 of conspiring to kill a drug informant at his downtown apartment.
• Fairbanks police found more than 44 grams of marijuana following a traffic stop Oct. 14.
Isaac M. Humes, 37, of Fairbanks, has been charged with one count of fourth-degree drugs misconduct, a felony.
No paraphernalia indicating the marijuana was for personal consumption was found in Humes’ car, according to a criminal complaint filed in court.
Theft
Someone broke into a storage unit at Denali Elementary School on Saturday night or Sunday morning and damaged items inside, according to Fairbanks police.
Vehicle theft
A red and black Yamaha Raptor 700 ATV was reported stolen Monday at a home near Wal-Mart.
